ElpaTech build a range of desktop PCs from basic to gaming. They have the naked PC as the default configuration and price and they have this to say about it:
The Allegro Forte does not come with an operating system pre-installed (sometimes referred to as a “naked PC”). This allows you to install whatever operating system you please. The operating system is the software that you use to interact with your computer; examples include Windows XP, Windows Vista and Ubuntu.
Top marks!
They don’t do laptops, but recommend Novatech, who are one of our few suppliers of naked laptops.

NCIX is a Canadian e-tailer selling a range of components desktops and laptops. The laptops appear to be a dead loss, however the PC configurator reveals a selection of hot gaming rigs with a radio button for full frontal nakedness.

Cyber Power have some good looking performance desktops and a selection of laptops that can be undressed. Curiously there is no overclocking available on the naked option. Anyone know why that is?

PC Village is a bricks and mortar chain of store based in Toronto, Canada with six outlets across Southern Ontario. I have purchased over a dozen computer from them over the last 10 years for myself and others, from Desktops to Server units. All systems can be customized and there is no problem at all buying a bare system, either for Linux or a previous purchased OS from a computer being replaced.
I rate them an A+ for price, service and support. All systems come with a one year warrantee, on top of any factory warantees on the components. I have never had any problems getting service, even on systems several years old.

Ginger6 have a good selection of desktops for gamers and will custom build a PC to your specification. The default configuration and price is for the stark naked PC, top marks! They also do laptops, many with Linux, but I see no nakedness.

EfficientPC provides a wide range of hardware selected for Linux compatibility. Systems are by default pre-installed with Ubuntu Linux, but most have a stark naked option.

Novatech sell a wide range of laptops, desktops and servers. Their headline prices are for the naked computer and you can specify a range of proprietary operating systems as optional extras. In addition to their online store they have shops in the real world at Portsmouth, Bristol, Reading and Cardiff.
